Civil rights claims arise when a government entity such as a public school, city, county, state or a governmental employee, such as police officer, acting under color of state or federal law, violates an individual’s right that is recognized as being a protected (civil) right under the constitution. 

Under federal law, a government entity and/or a governmental employee may be held liable for money damages for violating your civil rights.
